Wilhelm and Bismarck ruled over the new Germany as a monarchy, which proved to be much success.
Bismarck enacted a social welfare program to help the middle and lower-class people and stop uprisings. It proved to be successful because the monarch was not overthrown, and the people were content.
Bismarck held conferences to encourage peace, make treaties / alliances (such as the Three Emperor's League), and to make sure the supremacy he had built for Germany was kept intact. (Book cover with the three emperors pictured above)
The monarchy did not fail in giving the country what it needed at the moment. It gave stability and contentment to the people. There were no political uprisings or revolutionary affairs until World War I. The monarch helped the new country flourish into a very strong power in the world.
